A train-the-trainer deployment on a live street reconstruction: after a short training, three City of Tallinn planners independently ran an AI-assisted stakeholder pilot in September 2023 on four sections of Liivalaia, a central artery — from the Swedbank forecourt to the Kaasan church area. The moderated groups produced 14 co-created scenario sequences morphing existing sites into greened redesigns, 123 super-resolution stills and two compiled videos, aimed at the street’s statutory design conditions.

Who took part

Local experts, stakeholders and developers in moderated working groups — invitees along the corridor included the hospital, hotels, retailers and state real-estate bodies — with non-public-sector members paid for participation.

What the tool did

Photo-to-scenario generation across the four street sections, run by the city’s own trained planners rather than external facilitators — establishing state–municipal cooperation on generative AI in planning.
