AvaLinn, Tallinn’s Participation Hub
A co-planning engagement for Tallinn’s Avalinn district.

Rather than a one-off workshop, this engagement positioned the platform as standing infrastructure inside Tallinn’s own participation machinery: the AvaLinn hub, opened in spring 2023 in the Strategic Management Office building. The European Commission’s Public Sector Tech Watch independently recorded the platform as integrated into the city’s participation hub, facilitating co-design sprints between departments and workshops with citizens and stakeholders.
Who took part
City departments, residents, officials and developers, through the hub’s continuous programme of charrettes and workshops.
What the tool did
Photo-to-scenario co-design formats hosted inside the hub, linking department-level design sprints with citizen-facing workshops.
What changed
The city kept the hub running as continuous participation infrastructure, relocating it to Vabaduse väljak 10 in 2024, with an ongoing programme of co-creation workshops, exhibitions and lectures still active in 2026.
